panabit流出流量始终为0，为什么呢？

老问题，我在Quidway S3928P-EI级联线路上做了端口镜像，启用panabit旁路监听模式，但是流出流量始终为0，是什么原因呢？
交换机镜像配置：
dis mirroring-group 1
mirroring-group 1:
    type: local
    status: active
    mirroring port:
      Ethernet1/0/1both
    monitor port: Ethernet1/0/16
